The Philippine government is moving to bring private capital into forest restoration, and it is assembling the institutional framework meant to keep those investments in place over the long term. The Department of Environment and Natural Resources (DENR) outlined its plans for a national carbon program during a forum convened by the CarbonPH Coalition in Manila.

At the center of the discussion was how the country can build out forest carbon initiatives while positioning itself within the broader ASEAN region. Government officials used the Manila gathering to chart a roadmap for that effort, with an emphasis on structures that make private-sector participation viable rather than symbolic.

The push reflects a wider trend in the region: governments leaning on corporate investment to fund conservation and reforestation work, with carbon markets serving as the mechanism that turns restored forests into an asset class. For the Philippines, the immediate task is administrative — putting the machinery in place before the money arrives.

How quickly companies respond will depend on the durability of the rules the DENR is now drafting, and on whether the resulting carbon credits find buyers in ASEAN and beyond.
