ICCT's Amit Bhatt: Policy Mandates Are Key to Scaling India's EV Market

Speaking at the India Clean Transportation Summit 2026 in New Delhi, Amit Bhatt, who heads the ICCT’s India operations, shared his perspective on where the country’s electric vehicle shift stands today. Progress has been real, he noted, yet the pace of adoption varies sharply from one vehicle category to the next.
Bhatt’s central argument is that policy mandates, rather than incentives alone, are what drive scale. In his view, clear regulatory requirements give manufacturers the certainty they need to invest in production capacity and bring electric models to market at volume.
Uneven uptake across segments remains a challenge for India’s transition. Bhatt’s remarks point to a policy-led approach as the way to close those gaps and move the market beyond early-stage growth.
