Clean Air Rules for Ports Face a Congressional Rollback Vote

A set of Congressional Review Act resolutions now before lawmakers would undo state-level clean air standards, and one of them targets maritime pollution rules that limit toxic diesel emissions from ships and commercial harbor craft. The House is expected to vote on the package this week.

The measure at issue centers on California’s maritime clean air protections, which have been in place for years. Stripping them would push port communities back toward higher exposure to diesel exhaust from vessel traffic, according to opponents of the resolutions.

Port neighborhoods already carry a heavy pollution burden from freight and shipping activity. Rolling back the rules, critics argue, removes one of the few tools aimed specifically at the diesel emissions those communities breathe.

Supporters of the resolutions frame them as a question of federal authority over state rules. For residents near major harbors, the practical stakes are simpler: whether the emissions limits stay in force or disappear.
