China Rejects Voluntary Hybrid Export Limits to EU, Points to WTO Rules

China’s commerce ministry has pushed back against proposals for voluntary restrictions on hybrid vehicle exports to the European Union, arguing that any agreement must align with World Trade Organization commitments. The statement signals Beijing’s unwillingness to accept managed trade measures as a way of easing tensions with Brussels.

The dispute centers on how Chinese-built hybrids are treated in the EU market. Rather than negotiating quotas or self-imposed caps, China wants the issue handled through existing multilateral trade frameworks, according to the ministry’s remarks reported by CnEVPost.

The ministry’s position suggests that any bilateral fix between China and the EU would need to be WTO-compatible, leaving little room for the kind of voluntary export restraint that has been floated as a compromise.
