Illinois has enacted a comprehensive new law for electric bicycles that, among numerous revisions, finally addresses a pressing question in the booming market for high-speed electric bikes: what to do with the flood of 35-40 mph models that don’t align with the standard three-class framework?

Under the new legislation, these ultrafast machines—often dubbed “e-bikes” despite exceeding typical legal limits—are now street-legal in Illinois, but only if their riders obtain a driver’s license, register the vehicle as a motorized bicycle, and secure the appropriate insurance. Furthermore, these vehicles are barred from using standard bike lanes and trails, effectively relegating them to roadways alongside conventional traffic.

The catch: riders under 18 years old are excluded from eligibility, and violations carry significant fines.
