Trump Administration Moves to Halt Nearly Finished Revolution Wind Project

The Trump administration has launched a fresh legal effort to undo one of New England’s most advanced offshore wind developments. According to the Sierra Club, the Department of the Interior has petitioned a federal court to revisit the permit for Revolution Wind, a project that has already been feeding electricity into the regional grid and wrapped up construction in September.

This is not the first attempt to stall the venture. Since 2025, the administration has handed down two stop-work orders against Revolution Wind, and both were struck down by the courts. Judges have repeatedly ruled that similar maneuvers against offshore wind development are unlawful, making the latest permit challenge another chapter in a longer pattern of legal pushback.

Beyond the courtroom, the administration has pursued a different tack: paying energy companies close to $4 billion to walk away from offshore wind projects and instead expand fossil fuel production. The Sierra Club frames this combination of litigation and payouts as an effort to undercut an industry that competes directly with oil and gas.

Timing is a central concern. With winter approaching, the region’s demand for power will climb, and offshore wind has been helping keep utility prices from spiking. Xavier Boatright, the Sierra Club’s Deputy Legislative Director, argued that targeting a nearly completed project is both reckless and cruel when families will need that generation most, suggesting the real motive is to protect fossil fuel profits by removing a cheaper, cleaner competitor.

The standoff underscores a broader tension in U.S. energy policy, where a single project’s fate is being decided through courts and executive action rather than market forces, even as it already delivers power to homes.
