EU Prepares Draft to Keep E-Fuel Combustion Cars on the Road After 2035

Brussels is reportedly drafting a plan that would let combustion-engine cars running exclusively on e-fuels remain on the market after the EU’s 2035 ban on new CO2-emitting vehicles takes effect. The move, first reported by Reuters, signals the bloc is looking for a narrow exemption rather than a wholesale rethink of its zero-emission target.

E-fuels are synthetic liquid fuels produced using captured CO2 and renewable electricity. Supporters say they could offer a lifeline to internal combustion engines in niche applications, while critics point to their poor energy efficiency compared with battery-electric drivetrains.

The proposal would not reopen the door to conventional petrol or diesel models. Instead, it would carve out a pathway for vehicles designed to run on e-fuels only, with strict safeguards intended to prevent them from being filled with fossil fuels. Automakers that have already committed billions to electrification are likely to watch the details closely.

The draft is not yet law, and it will need to move through the EU’s legislative process before any exemption becomes binding. For now, the plan reflects a continuing tug-of-war between climate ambition and industrial pragmatism inside Europe.
